Russia has initiated a construction of the northernmost fiber optic cable line

The Ministry of Transport of the Russian Federation, the Federal Agency for Maritime and River Transport (Rosmorrechflot) and the Federal state unitary enterprise “Rosmorport” have started a project to build a submarine fiber optic cable line on the route Murmansk – Vladivostok with exit points in the largest ports and settlements of the Arctic zone.


A number of agencies and companies have been involved to support the implementation of the project. The Federal state unitary enterprise “Morsviazsputnik” is appointed as the operator of this transarctic submarine fiber optic cable line. 


The idea has been under discussion for a number of years, the project was started in 2019. At the moment the companies involved in the project have completed the sea and technical research along more than half of the anticipated route, finalized the construction of the cable landing station in Teriberka and have begun the design of similar stations in Amderma and Dikson. It is estimated that the first part of the cable line from Teriberka to Amderma will become operational in 2021 whereas the entire project is expected to be finalized in 2026.


The project is carried out in accordance with the Decree No. 645 of the President of the Russian Federation of 26 October 2020 entitled “The strategy for the development of the Arctic zone of the Russian Federation and provision of national security through 2035”. This project is being implemented for the purpose of developing port infrastructure along the Northern Sea Route as well as forming a digital ecosystem in the region.


In addition to this target the project will also ensure:

  • Digital infrastructure development for the production and transportation of hydrocarbons in the Arctic region, solution of geological exploration tasks;
  • Preservation of the environment, introduction of energy efficient technologies for the Northern regions;
  •  An alternative to satellite communications for Northern latitudes;
  • Development of digital data center infrastructure on the territory of the Russian Federation.
  • Construction and expansion of in-country high-tech equipment production during the project implementation.
