Registration of emergency locator transmitters COSPAS-SARSAT

Dear Customers!

“Morsviazsputnik” informs you on the changes which come into effect on July,1st, 2016.

The changes will affects the ELT, EPIRB and PLB registration forms (presented in Attachment 1G, 1D and 2G and 2D, 3G and 3D on the website .

The system Cospas-Sarsat can process emergency information received from locator transmitters of the following types:

  • Emergency locator transmitters (ELTs) for air users
  • Emergency Position Indicating Radio Beacons (EPIRBs) for marine users
  • Personal Locator Beacons  (PLBs)
  • Transmitters of ship security alert system (SSAS)

Each locator transmitter is assigned an individual number which is programmed into the memory of a locator transmitter. 15 symbols of a hexadecimal digit of a pulse code, starting from 26 bit, is a unique identifier of a locator transmitter. A SOS-signal transmitter by a locator transmitter includes this identifier which is decoded for receiving of information about the object, including information on the type of a transmitter (emergency locator transmitter (ELT), Marine Emergency Position Indicating Radio Beacon (EPIRB) or a personal locator beacon (PLB)), country code, type of YO beacon device, etc. A unique identifier is specified in the transmitter’s data sheet. For effective organization of search and rescue operations specialized services also need detailed information about the object alongside with the information received after processing of a SOS-signal transmitted by a locator transmitter (country code, transmitter identifier, transmitter type, geographic coordinates of a disaster area, time of an incident). A transmitter identifier makes it possible to identify the owner of an object, its type (an aircraft, seagoing craft, etc.), name, available communication media, number of people aboard an aircraft or a seagoing craft, etc. Search and rescue services can obtain this information from the database only if a transmitter is registered in it and if the owner of a transmitter has submitted respective information. 
Absence of registration or improper registration of a transmitter may be fraught with additional expenditures of time, equipment and money while planning and holding search and rescue operations. 

The procedure of registration in the registration database of emergency transmitters of International Satellite System COSPAS-SARSAT operating in the frequency range 406,0 — 406,1 MHz  (hereinafter — transmitters) is specified in the Provision on Registration of Emergency Transmitters in the International Satellite System СOSPAS-SARSAT and applied to all the types of transmitters: emergency locator transmitters (ELTs), Emergency Position Indicating Radio Beacons (EPIRBs) and personal locator beacons (PLBs).

Online registration of COSPAS-SARSAT EPIRB / ELT
